Getting chased by the police in Vice City is one of the game's core experiences — and understanding how the wanted system works is essential for both survival and strategy. Here's a complete breakdown of all six wanted levels, what triggers them, and the most effective ways to escape.
Vice City's wanted system is based on two key concepts: wanted level (the number of stars) and wanted circle (the zone where police spawn). Police officers and vehicles don't teleport to you — they spawn within a radius around Tommy and converge on your position.
If you drive out of this radius fast enough, the wanted level will begin to decay. The wanted level won't actually drop until you've been outside the police's detection zone for a set amount of time. That time depends on your star level. At 1–2 stars, it's a few seconds. At 5–6 stars, it's much longer and very difficult to escape just by running.
Triggered by: Punching a pedestrian, minor car collision with a police vehicle, firing a gun in public.
Police response: One or two nearby officers on foot try to arrest Tommy. They're not aggressive — they just follow and attempt to grab him.
How to escape: Drive a few blocks away quickly. The 1-star level decays almost immediately if you leave the area. You can also let a cop attempt to arrest you and then run — if Tommy doesn't have any weapons drawn, sometimes the encounter resets.
Triggered by: Killing a pedestrian, sustained gunfire, attacking police.
Police response: Police cars join the chase. Officers will fire on Tommy. Roadblocks may appear on major roads. The pursuit is active but manageable.
How to escape: Drive at high speed away from your current position for 10–15 seconds, then find an alley or side street to wait in. Alternatively, drive into a Pay 'n' Spray ($100) to clear instantly. The Cheetah or PCJ-600 can outrun police cars at 2 stars without much difficulty.
Triggered by: Sustained killing of police, major destruction, entering restricted areas.
Police response: More police cars, SWAT units begin appearing. Helicopters start to show up, making it harder to simply hide. Police shoot on sight.
How to escape: Pay 'n' Spray is the most reliable method. Alternatively, get to a very fast car (Infernus, Cheetah) and drive to the beach road — long straight sections let you outpace pursuit. Getting off the main roads and into narrow alleys confuses the pursuit AI.
Triggered by: Extended confrontations with police, military area incursion, major explosions.
Police response: SWAT teams rappel from helicopters, police blockades become very aggressive. Multiple helicopters. Very difficult to escape by running alone.
How to escape: Pay 'n' Spray, immediately. Don't try to outrun 4 stars on foot or in a slow vehicle. Get in the fastest car available and head directly to the nearest Pay 'n' Spray. Know the locations of all Pay 'n' Spray garages before you need them.
Triggered by: Killing large numbers of police, sustained rampages, major property destruction.
Police response: Black FBI vehicles join the chase. These are faster than police cars and driven more aggressively. Multiple helicopters, SWAT teams, and FBI all active simultaneously.
How to escape: You need either a Pay 'n' Spray, the LEAVEMEALONE cheat code, or the Rhino tank to survive long enough to reach safety. At 5 stars, raw escape is extremely difficult. Plan your route to a Pay 'n' Spray before you do anything that might trigger this level.
Triggered by: Entering Fort Baxter, extreme violence against military assets, specific cheat triggers.
Police response: Military soldiers with heavy weapons join all other pursuit forces. This is the maximum chaos level — the game essentially sends everything it has at Tommy simultaneously.
How to escape: At 6 stars, the Pay 'n' Spray is still the cleanest solution. The cheat LEAVEMEALONE instantly clears any wanted level. In a Rhino tank you can survive indefinitely at 6 stars — useful for completing the Vigilante side mission while experiencing maximum chaos.
